Witness security services, which were previously only available to women, are now available to anyone in need.
As a result of this year’s program review, USPA Nationwide Security has expanded its Witness Protection Program. Traditionally, USPA provided witness protection and relocation services under its nonprofit wing, Kingsman, but they have made exceptions this year to include men who are in desperate need. The program was solely funded by USPA for a period of 17 years in order to protect and relocate women who were fleeing a difficult situation. In a similar manner to the U.S. Marshall Witness Security Program, USPA’s Witness Protection Program (WITSEC) provides secure transportation and protection for witnesses to and from court appearances as well as assistance with relocation and legal identity changes for immediate family members.
Unlike the Marshals Service, USPA’s Witness Protection Program has international borders that are set by us. In addition to working within the United States, most Caribbean countries and parts of the UK, Canada, Australia, France and Italy, the program’s administrator and Vice President of Operations Brian Fitzgibbons told us. The website of the company indicates that Fitzgibbons is a veteran of the Marine Corps (Iraq). A few years ago, he was instrumental in pulling US allies out of Afghanistan with Project Exodus Relief, and he was instrumental in the 2022 rescue missions of Ukraine’s women and children carried out by Kingsman Philanthropic (USPA’s nonprofit wing).
The USPA presented harrowing stories of rescues performed as well as witness protection and relocations completed in the USA during a speaking tour that took place last year. A story about an attorney and her children who disappeared in the darkness of the night was featured. “Within hours of contacting USPA, our team of veterans had route plans, flights, secure transportation, armed bodyguards, static security guards, unlocked phones and documents for this family escaping a killer,” explained Dan Manning, the company’s CEO. A brand-new identity was created for the family when they relocated to another country. As of the time they contacted USPA, they had been on the run for months before being tracked by the killer. This was as a result of a mistake made by the victim, who took her car to be serviced. A Carfax alert was placed on her vehicle, alerting the killer to her approximate whereabouts, thousands of miles away from where he last knew her.
As a result of an internal audit of service requests, an internal decision was made to extend the witness protection program to include men. This decision was made after an internal audit revealed that many individuals had sought protection from the United States Marshals, but were not eligible for protection. In the government program, only witnesses and family members who are testifying on behalf of the government are protected from dangerous defendants. The USPA does not have any specific requirements. Nevertheless, they conduct their own due diligence and background investigations before accepting the case.
